Dandridge is where Messer Enterprises is based, and it is about as old as Tennessee towns get: settled in 1783, named for Martha Dandridge Washington and still the seat of Jefferson County. Its historic downtown sits right on the water, below Douglas Lake’s high-water mark, behind a levee TVA built when the dam went in.
That lake shapes a lot of the work here. Lots around Douglas Lake tend to slope toward the water, so a house site usually means cut and fill, a driveway that can climb without washing out, and a septic system placed where the soil evaluation says it will work, which is often not the flat spot you would pick by eye. Anything built on TVA shoreline itself, like a dock or a walkway down to the water, needs a TVA Section 26a permit before the work starts.
Away from the lake, the ground is classic East Tennessee: red clay that turns slick when wet and hard as brick when dry, with chert gravel and limestone ledges underneath. Footers and pool digs hit rock more often than people expect, and we plan for that up front instead of surprising you with it halfway down.
Jefferson County is one of the counties TDEC lists as a contract county, which means it runs its own septic program. Septic permits and soil evaluations for a Dandridge lot go through the county, not straight to the state office.

QDandridge questions
Asked about Dandridge.
Who issues septic permits for a lot in Dandridge?
Jefferson County is one of TDEC’s contract counties, so septic permits and soil evaluations go through the county’s own program rather than straight to the state. Start there before you buy or build, because the soil evaluation decides where the system can go and what kind it has to be.
Do I need a permit to build near Douglas Lake?
For anything on TVA shoreline or in the lake itself, such as a dock, boat ramp, shoreline stabilization or a path cut down to the water, TVA requires a Section 26a permit before work starts. Your house site and septic above the shoreline still need the usual county permits.
Why does my Dandridge lot need so much fill or cutting?
Most lots near the lake fall toward the water, and a house needs a flat, firm pad. We balance the cut and fill on site where we can, so you are not paying to haul dirt in or out, and we grade it so water runs around the house instead of into it.
